Joost Hubregtse is Director of ICS Staffing & Payroll B.V., the wholly owned subsidiary of Intercompany Solutions behind ICS Payroll. Before joining Intercompany Solutions he spent more than twenty years in commercial leadership roles, including overseeing a large Dutch payroll and staffing organisation, where he was responsible for its commercial operations and service delivery to employers. That background shapes how ICS Payroll works today: no chatbots or first-line call centres, but a direct line to a dedicated payroll and HR specialist.
He advises international entrepreneurs, scale-ups, recruitment agencies and multinationals on the choice between an Employer of Record and their own Dutch entity, quotes Total Cost of Employment, and guides 30% ruling applications with the Dutch tax authorities.
